You need set the Windows permissions and ownership on the copied container file on PC2 and then after mounting the container file, set the permissions and ownership on the directories and files within the mounted container to the user account you plan to use on PC2.
Copying or moving either the file container and/or the files within the mounted file container to a different computer can have different user ID associated with the user account on PC2 even if it is the same username. The Windows OS controls the user ID associated with the account username.

when I mount an encrypted container on the same computer everything works just fine.
When I mount the container on another computer, windows asks to format the mounted drive and finds no file system. On both computers it's Win10 64 bit

Let me bump that. I alway have to access the PC1 by RDP and copy the file to a mounted drive on PC2.
