Reducing h264 (avc1) header bitrate

Some h264 (avc1) files have high header bitrates which can make the files unplayable when they are high for system to play.
Is there a known tool or a way for VD2 to reduce the header bitrate to match the actual bitrate using Direct Copy. I'm thinking better if we can set the header bitrate to what we need.
I remember with Mpeg2 files we can use DVD Patcher tool to do either the first header only or patch all headers in the Mpeg2 video. DVD Patcher was also Direct Copy.

It's not VD2 who control the bitrate but you! You must set it by yourself in the option of the codec you selected! Find help tutorial in the net, there's many...
Tell more also I am talking about the video header bitrate which is different to the actual video bitrate.
