Play I button (GUI)
Question: Once you hit play on it, How do you get it to stop from playing back? I tried ESC and stop button GUI. It just keeps playing.
Menu Strip and other buttons can not be clicked, it looks like there in a state of lock.

Don't know what to suggest. For me this never happens (anymore).
This was annoying me in old vd and then I fixed many related issues long ago.
It was exactly as you describe: with quite heavy video it was spinning in decoding without ever reaching window message queue.
Does this happen with certain videos or everything? Normally I can click stop button, or play button, or "stop" keybord hotkey, all this works. ESC is not connected to anything.
It happens to every video I tried so far,
Even very simple? How about tools->create test video->rgb cube?
Or some 320x200 uncompressed @ 10fps.
Space Bar to start and stop for video play and stop
I' reviewing the issue because I noticed another bad consequence: going to menu during preview can randomly block.
Changed display loop, I hope the issue goes away now.
