vcxsrv cannot pass en and em dash from windows clipboard to X client

I am using wsl with gnome and show the gui contents with vcxsrv. The vcxsrv passes other UTF-8 characters well to gnome but cannot pass en and em dash (–U+2013 and — U+2014) characters. When the dash is in a passage, it will be ignored, and when it is a single character, ? will occur. I guess this is a bug of vcxsrv because the dash characters can be passed between gnome apps and between windows and wsl terminal on cmd. Also, they can be passed from gnome to windows. The problem can be reproduced by copying en or em dash characters in windows and paste them to anywhere (like vim, gedit, nano) in gnome with vcxsrv.
The version with this problem is 1.20.5.1, currently the latest one.
I experienced the same issue with a different high UTF-8 character using vcxsrv with CLion.
