I don't see that it is a vchanger bug. This problem would also apply to 
a tape autochanger, I think. Only Bacula can choose which tape to load. 
In a tape autochanger, the problem would occur when no tapes in any of 
the slots have status=Append AND the job's pool does contain tapes with 
status=Append, but those tapes are NOT in a slot.
