Ability to ignore LEADER/09 and pick a different encoding
Seems a lot of servers return a space in LEADER/09
indicating MARC-8, but in reality return records in a
different encoding. This seems particularly true of
different European Z-servers. Might just be my
ignorance of the European MARC standards.

Unimarc and other standards do indeed not use the LEADER/09
for this. From Unimarc it looks like the encoding info is
in the Marc 100 field.
