#1261 Can't import or convert WRF data with no 3D variables

WRF data that contains only 2D variables can neither be imported directly with vaporgui, nor translated with wrfvdfcreate/wrf2vdf.

To produce:

1. Attempt to import /glade/p/DASG/VAPOR/Data/WRF/2D/wrf.nc into vaporgui

The import will fail with an error about missing dimensions.
