I recived a copy of SATPAC's/VATSIM Oceania's VA Policy, which states:"
(6) No VA WebSite will attempt to install or alter any software on a client user's system."
Which can rule out a J2RE plugin Link + Maybe, a applet runtime.
If you go to a further extent a say X Version of VA Pilot is needed, and make the signup in VA Pilot, you're introuble.
I'm currently neogeociating with SATPAC on a compromise

The VA Pilot project has turned 180 with the release of the VA Pilot 0.03Alpha source release.
Instead of C*, VA pilot is now written in Java.
This means VA pilot is platform independent and also flight-simulator independent.
