/etc/rc.d/init.d/vacm checks for the need for a rocket module
(/etc/sysconfig/vacm; ROCKET=yes) and loads if needed.  The problem was
the config file wasn't set correctly.  

My point was that a better error message would have directed my
investigations towards the config file, not towards a possible problem in
VACM itself.

(This needs to be in support's troubleshooting hints and kinks)
