[Vacm-develop] install location for vacm documentation

Can the install-location for documentation as given in
docs/Makefile.am be changed to use $(datadir) instead of $(prefix)?
Documentation does fit the `read-only architecture-indepdenent data'
description, and it also has the advantage of making things
FHS-complient.
