[Vacm-develop] bug in vacm 2.0.5 buildsystem

There is something wrong with the vacm 2.0.5 buildsystem it seems.
This does not work:

mkdir build
cd build && ../configure
make -C build
mkdir -p debian/tmp
make -C build DESTDIR=`pwd`/debian/tmp install

It dies in clients/flim/po with this error:

This actually shows two errors:
* an outdated gettext is used that does not handle DESTDIR unlike the
  rest of the buildsystem
* it tries to use clients/flim/mkinstalldirs which does not exist

Until this is fixed I'm afraid I'll have to disable flim in the Debian
packages.
