#26 1.3.1pre1 perltest fails

Installing 1.3.1pre1 on Fedora Core 4 default install
yields an error searchign (and not finding)
Filename/Base.pm.

Turns out this perl modules is no longer used anywhere
other than the selftest program (at least according to
grep). Other scripts use File:Basename. Changed
perltest accordingly and all works fine.
