#4 Add Generality to utGen exceptions

In 2.1 and 2.2, utGen only handles test cases of 'EQ'
and 'ISNULL'. utGen should be extended to handle more
assertion cases like 'RAISES', and eventually to accept
all of the assertions listed in the table UT_ASSERTION -
that is, utGen should become table driven.
