You're using the wrong device. You need to swapon the ubd device with minor
16, which would likely be ubd16.
Yes, ubd1 on the command line != ubd1 inside UML. On the command line,
ubd1 == ubdb == minor 16. Inside UML, /dev/ubd1 == ubda1 == minor 1.
