UML can be running as a normal user, but you do need a suid helper.  With the 
umn device, just put a suid root ifconfig somewhere in your path.

With the eth device, you run um_eth_net_util as root if you want access to the 
host networking.  If you only want to network UMLs, then that doesn't even 
need to run as root.
