I tried this with an image from a fresh build and the interfaces come up alright.

Right... so busybox ifconfig doesn't speak enough IPv6, perhaps.

Please say this more clearly.
You said that ifconfig failed.
Are you now saying that ifconfig works?
Or did you do ip?
