Hello, I finally found what "Unknown stepping" means and how to fight with "Part 0 without active instruction" message. Unfortunately, in the documentation on WWW pages ( http://urjtag.org/book/index.html ) there is nothing. I added another line into STEPPINGS file in the xilinx/xc9572xl_vq44 directory. And added new BSDL file from Xilinx (first it was converted to UrJTAG format). Can anybody extend the documentation about the structure of BSDL files and what to do if "Unknown stepping" appears ? Then the chip was detected properly. I had to lower "FREQUENCY" in SVF from 1E6 to 3E5 (I don't know why 1MHz TCK is too fast for my CPLD) and everything works as expected now. Thank you for help.
