You have three real options here: 1) Set the channel as keyed ( /mode #chan +k thispass ) then only people typing /join #chan thispass can enter, only those with the correct key. 2) Ban *!*@* and then add exceptions for their host, eg /mode #chan +e *!bob@*.aol.com 3) If you have services, then set the channel to restricted, assuming your services allows this, then only people on the access list can enter.
