#21 Intake Code not sorted

[GAN MH]

I tried to create intake codes 0509, 0512, 0601. I
found that those intake code is not sorted as it
appear in the following sequence:

Fee Structure Report Module:
vtl/sis/billing/fee_structure_report.vm
mecca.sis.billing.FeeStructureReportModule

0512
0601
0505
0506
0507
0509
0508

Fee Strucure Setup Module:
vtl/sis/billing/fee_structure.vm
mecca.sis.billing.FeeStructureModule

0512
0610
0509
0505
0506
0507
0508

I think this is not a good practise as it can create
confusion.
