#15 popup links in a new window

User pref.

I had thought that each link you click should pop into
a new window, but pamela suggests:

"the option to have the bookmark links open in a new
browser window (not each link opening a new window, but
them opening in a secondary window, so you don't have
to navigate back and forth to the u9k page)"
