#22 Uploads do not use $config["files_dir"]

Twiggi uses the PHP upload_tmp_dir or a hardcoded path of "/tmp"
for temporary storing uploaded files (for mail attachments
e.g.).
It never tries to use the value of $config["files_dir"] the
admin has configured in twiggi.conf.
But acording to the
comment in twiggi.conf, this should be first choice.
