#240 Screen displaying green line on top

In the latest cvs checkout (05.26.03), all channels
show a flashing green line at the very top of the
display for me. This occurs when overscan is set at
either 0.0% or 0.5%. Anything higher then this is
fine. This occurs on all channels with any
deinterlacer. A screenshot of this behaviour is

I checked in some 'fixes' that I think might cure this, but
I think the root cause is that there is some bad logic in
the deinterlacer code in tvtime.c about what pointers to
scanlines will be valid.

Corey, is this still an issue? I think this should be fixed
in the released 0.9.8.4 version.
