Tux Paint's shape rotation is difficult to use on a touch screen (where there's no drag without clicking). The UI should wait for release, which would allow a user to click-and-hold, drag to rotate, and then release to complete the process. (To remain compatible with how we've done it since the beginning, we should not REQUIRE a click to initiate a rotation, and continue allowing dragging to work automatically.)

Already added in cvs as a part of accessibility code, tested on an android tablet connected via vnc to a computer running current cvs version.
