#261 English descriptive sound might play under non-English locales
Testing Karl's addition of Norwegian descriptive sounds to the Stamps collection, some stamps which do not have a Norwegian version end up playing the English version (e.g., for the hippo stamp). If there's no localized description sound, we should probably not play the English one.
