step 1: select "show upper case text only" in simplification tag
step 2: open the tux paint window
step 3: some special characters missing in the message box and also in guide text
Also, I'm unable to duplicate the issue shown in the screenshot using Tux Paint CVS (what will be 0.9.22) on Linux, C locale. :^/ You didn't specify what version of Tux Paint you are using.
