For "regular" Mac users, the GUI way is using System 
Preferences->International->Formats->Region.  (It is a little confusing, 
because System Preferences->International->Languages would seem to be the way 
to set this, but it isn't - it just sets the language for the Finder and 
maybe other system menus, but not for third-party apps).

I can put this binary up later today.
