In App::FindConfigPath (App.cpp) config files are
requested from \\Application Data\\TurboPad. This fails
on non-english windows systems, so that launching
turbopad just outputs an error.

Possibly SHGetFolderPath can help you, though I have no
real experience in using such things.

Yes, I probably should be checking the %APPDATA% environment
variable instead. I'll make sure this is fixed in the next
version.
