Functionality was added recently to change ownership of a territory if it is abandoned (from a contested state). This would only occur if there were no allied/friendly units present. This included infrastructure units.
Changed to change the ownership even if friendly infrastructure (and air) units are present.
oops. I saw my patch for this (patch 89) wasn't listed in the open patches, and thought I hadn't submitted it by accident. Looks like it was submitted, veqryn had just closed it too fast... :)
You can just close this one as it's the same as patch 89.
