[Triplea-develop] bidding system broken in cvs

Bidding is broken for the current cvs version.
4th Edition throws an exception and classic edition gives erroneous
error messages.

I looked at the cvs repository. After the release of 0.4.9  two people
modified  games.strategy.triplea.delegate.AbstractPlaceDelegate  source
file.  zoobert  and  ahahibrahim2

Whatever changes were made broke bidding.
Please fix it, or if reverting the source back to revision 1.21 will
fine I will do that.

Next time be more careful and test the new implementations you have
added.
