#3 Remote kernel load check in TSAdapter

Please implement the remote kernel check,

the TSapi sends the LoadQueryTSAdapterEntry to the ts Adapter and TSadapter checks the kernel load and wirtes back in the entry LoadResultEntry

LoadQueryTSAdapterEntry (API - > TSAdapter)
LoadResultEntry (TSAdapter -> API)

A local kernel asks other kernels about their load to know to which kernel can it migrate its own overload.

The TSadapter will take a LoadQueryTSAdapterEntry from the system bus, and if the sender is set to "API" it should then write an LoadResultEntry which informs the other kernels about the current kernel load.
