[trans-fa] New: iso_3166-3.59 (16%, 339 untranslated)

Hello, members of the Persian team.

The TP-robot is happy to announce the presence of a new PO file:

In this file 117 messages are already translated, corresponding to 16%
of the original text size in bytes; 339 messages still need some work.

Roozbeh Pournader is currently assigned for the translation.  Please
translate the remaining messages for the benefit of the users of the
Persian language.
