Installation problem

when I try to ./configure in ubuntu 8.04(64-bit edition) it states checking for X... configure: error: Can't find X libraries. Please check your installation and add the correct paths!
When I do sudo apt-get install xlibs it states that they have bin replaced by xkb-data.
Is there any way to fix this problem?
If you install the xorg-dev meta-package it will fix this problem.
