Try using :pserver: instead of :local: protocol. When you use :local:, you are using the version of CVS that comes with Tortoise for both client and server (sort of, just bypassing the protocol and accessing the files directly) so you've effectively cut 2.5.01.1910 out of the loop. The error you mention has been fixed at some point before 2.5.01 came out. Apparently the version that's shipping with Tortoise now (unless you replaced that for some reason) has that flaw.
