#677 Update RCSINFO templates

Currently Tortoise doesn't update rcsinfo templates when doing "cvs update".

If I change rcsinfo on the server, the only way for it to be picked up by Tortoise is to do a fresh check-out (or copy the templates manually), "update" doesn't do it.

Recent versions of CVS (command-line client) check rcsinfo templates during "cvs update", it would be nice if Tortoise did that as well.

I'm using Tortoise 1.8.31 on Windows XP against a CVS 1.11.22 server over pserver protocol.

Which versions of CVS are you referring to? Keep in mind that TortoiseCVS also uses the CVS client; it does NOT communicate with the CVS server by itself.

Turns out this behavior was added to CVS v1.12, which hasn't been officially released yet. I guess it will "just work" whenever it becomes official and Tortoise distributions are updated to CVS v1.12. Sorry about the confusion.

Please note that TortoiseCVS will never use version 1.12 of CVS; TortoiseCVS uses the CVSNT client (which uses a different version numbering scheme). Probably the feature will also be added to CVSNT at some point.
