This functionality does not belong in TortoiseCVS.

As a rule, TortoiseCVS does not manipulate files on disk; that is
done by the CVS client. All communication with the CVS server is
also handled by the CVS client.

In the case of TortoiseCVS, that client is called CVSNT.

If you want to see this functionality in TortoiseCVS, you can try
to convince the CVSNT maintainers to implement it. The CVSNT web
site is at www.cvsnt.org, and the mailing list is at cvsnt@cvsnt.org.

I see that his feature is still implemented in the unstable
    branch.

The rename/move feature is implemented in CVSNT and also in
Tortoise CVS unstable branch (see change log). I know that
the file rename is performed by the CVSNT server, but a GUI
can tell to the CVSNT client to rename or move a specific
file, then the CVSNT server keep the history of the file no
matter that the name was changed..

It will not happen in 1.8.x.

It will appear in the 2.0.x branch, which is expected to be
    released in 2005 or 2006.
