Some other CVS like software seem to send notifications to a specified list of developers upon commit, using the comment as body for the text message.
In my opinion a valueble addition to Tortoise.

This is better done on the server side. Have a look at CVSMailer for example.

Closing, as this is already implemented in CVS itself and a client-side implementation is IMHO not worth the bother.
