I would be very useful to add support for new CVSNT
rename / move feature.

I renames the file and keeps the history.

This is already partly implemented in HEAD.

I don't understand where is it implemented. I do not see
rename or move in context menus.

"HEAD" is the development branch of the TortoiseCVS source
code. The 1.8.x release are on the "stable" branch. This means
that you won't see any of this until 1.9.0 is released (next
year).
