This would have to be implemented in CVSNT, not in
TortoiseCVS. As a workaround, there are software products
that allow you to map an FTP server as a windows drive.
Then you should be able to access the repository via "local".
OTOH I'm not sure FTP is a good idea - repository
synchronization might not work very well over FTP, so you
could end up corrupting your repository.
