Once it has been detected that the VC repo is not
available, Karma has to switch to off-line modus. This
modus prevents that Karma tries to contact the remote
repos, which makes it very slow, obviously.
A command should be present to switch to
off-line/on-line modus manually.

to a CVS repo, should be spread a little better.
