ReproducibleScript:
Re-made a previously successful program ( under TK 8.0) which uses Tk_CreateWindowFrom Path. After downloading/updating to TK 8.0.3, received the following link error message "project.exe is linked to missing export TK80.DLL:_Tk_CreateWindowFromPath"

ObservedBehavior:
Unlinkable -> unexecutable

DesiredBehavior:
same successful link as with tk 8.0

Tk now exports everything via the stubs mechanism
