If you start dragging a vertical scrollbar in a Tk Aqua application, then ªaccidentally) move the mouse away to the left or right, scrollbar will "jump" back to the undragged position. This is UI compliant on Windows (for better or worse) but not on OS X, where the scrollbar in other apps stays dragged unless you let go the mouse button.

Hi, this patch still applies against 8.6a1. If there's something unacceptable about it I can work on it? Also, shouldn't this bug be assigned to das, not hobbs, as Mac maintainer? (Trying to change it..)
Please note that Windows itself has moved away from the jumping scrollbars, as of Windows 7 (or maybe Windows Vista).
Jumping scrollbars still exist on Vista.
