starting today, almost all tests in
tests/safe.test fail with the error

"Can't find a usable tk.tcl in the following
directories:
{$p(:20:)}"

this was due to seemingly inane, arbitrary limitations in
the CheckFileName safe interp proc (used by the aliased
source command). I've removed those limitations.
