Hi to all, at work I'm running Mandrake 7.0
with the following RPMS
- tcl-8.0.5-13mdk
- tk-8.0.5-13mdk
- tkcvs-6.3-2mdk
- cvs-1.10.7-4mdk
When I try to checkout with tkCVS, I can't; while I can if I execute CVS checkout from command line.
I have to checkout from some particular dir with tkCVS?
I have noticed also that the dir
/usr/local/cvs/CVSROOT
is empty ($CVSROOT = /usr/local/cvs), I haven't the file "modules" mentioned in the help and in the README.

Hmm. I re-created your situation - an empty CVSROOT directory - and I was able to check out this way:
Start tkcvs
Start the Module Browser. It will be empty because there's no modules file, but type the name of the module in the "Module" entry.
Press the Checkout button (the ball with the arrow).
I did this on both Sparc-Solaris w/ tcl/tk8.3, and on RedHat 6.2 w/ tcl/tk8.2. I was rather surprised that it worked, in fact.
If that doesn't work for you, I don't know what's going on. One poor fellow with a FreeBSD box never did get tkcvs working as far as I know. And since I don't have a FreeBSD machine, I couldn't help.
