real taskbar item

You describe a way to 'place' the item into the taskbar
but I dont have a way to cleanly RESERVE space in the
taskbar I have (my quicklaunch is compressed and uses
it's 'popup' menu to display the hidden items).
Is there a way (even via code) to ACTUALLY place this
item in the taskbar? perhaps it really ends up in the
system-bar (the one with the clock and other
'notification' apps). Or even as a new toolbar (like
windows media player can become as taskbar app).
Even if it required a right-click to create a choosable
popup menu of possible tasks, that would be great!
(and worth paying for!).
It would be nice if the displayed choices of tasks had
their times shown during any 'popup' activity.

Managed to do this (somewhat).....
Created a directory in My Documents called
'_____place_tracker_here_____'.
Right-click on taskbar, select Toolsbars->New Toolbar
and browsed to the above directory.
TaDa.... new area on taskbar to place the java application.
