As even Oliver Jowett will admit, version 1 violated the TELNET protocol. Supporting the broken version may be easy in software that does not use any other features of TELNET protocol, but TF does, and integrating this broken version into TF's more complex TELNET support is both non-trivial to implement and philosophically the Wrong Thing To Do. (It was in fact during my implmentation of MCCP in TF that I discovered the violation in v1 and pointed it out to Oliver).
