#5 Corrected config.inc.php

Re: 1640053, I corrected the problem in the attached file. I went quite a bit further, though, and modified the config file as follows:
1) Changed to display properly in an 80 column editor (like vim)
2) Added or modified some descriptions with text from the web-based config utility
3) Changed ordering of some items so as to better coincide with the web-based layout (but didn't move any outside of their existing major sections).
4) Explicitly defined options and defaults in a more readable format
5) Cosmetic changes

I'm unfamiliar with the protocol for changes and submissions as I've never done it before. I apologize if I've not followed some prescribed method.
