#164 file downloads and email notification

I would like to propose a feature for TW which I am
willing to code.

When users "watch" their Wiki pages, they are notified
when the page changes or a new file has been
uploaded. I would like to extend that functionality so
that can be notified when a user downloads a file from
the Wiki page.

I have never proposed code changes to TW before, so
please let me know what else I need to do before
getting started.

If you are willing to develop on tikiwiki, the best is to
ask for a cvs access.
How to you plan to do that ? a watch buttom on the
attaclment line?

Actually, I have changed my initial proposal and executed it.
I have added watch functionality to the file galleries. Email
notifications can be sent when files are added and removed.
This has been added to branch 1-9 and is available for
download.
