#114 User Instances (WorkFlow) verify perms to abort or exception

In the galaxia Workflow, in user instances. All the
users can abort and exception the instances.

Added a check of permisions and a if in the template to
not show the button if no have permissions.

The changes are minimal.

tiki-g-user_instances.php
- Add twon variable to smarty template to verify
- Check permission
tiki-g-user_instances.tpl
- if to not show if no perms the buttons
