The alternative way is using just object permissions (and no category permissions). Create a group for each user (or groups of users with fully common permissions). If all users whould have individual permissions, there is a setting in tiki which forces tiki to create a group for each new user registered, to help you with granting permissions unique to each single user. And then, place each file on its own gallery. Grant permissions on a file gallery level (I wonder if a file levels permissions work). And use categories for common visualization of files, for instance (show files across galleries which belong to that category of interest). I hope this helps.
