The problem with using multiple pages as "sections" of a page that is actually a structure is that the wiki history is not all together, which is no good for the true meaning of sections. Although using ! has possible problems as Sylvie mentioned, IMO if this is an optional feature, the convenience for sites where it has almost zero chance of breaking anything because the users simply don't put headings in other blocks, outweighs the risk of any problems. Moreover, even if the thing don't split nice for editing, it is likely that no harm will be done unless the user removes the closing tags of those blocks opened in the previous section. As I read onhttp://meta.wikimedia.org/wiki/Help:Section#Sections_within_parser_functions, MW also faces a number of limitations in this respect. However, for sites that systematically can't afford this risk, an opt-in method could be used, for e.g. !/ could mean that this header is to be used as a editable section break, then it will be up to users to make sure they don't do anything stupid with this new syntax. The choice can be set in preferences: Section Editing by Heading (warning: do not use section editing if headers are contained in other blocks): 1. None 2. Opt-in using !/ type syntax 3. All ! type headers are section breaks You also need to take into account the possibility that multiple headers have the same text on the same page. This is an existing limitation of the maketoc.
